HIGHLIGHTS OF THE NEW DRAFT ON INTERNATIONAL ADOPTION TERMS AND CONDITIONS PRESENTED TO THE WOMEN CHILDREN   AND SOCIAL WELFARE MINISTRY:

PUNTI SALIENTI DELLA NUOVA BOZZA PRESENTATA DAL WOMEN CHILDREN E MINISTERO DEL BENESSERE SOCIALE IN MERITO AI TERMINI ED ALLE CONDIZIONI DELL'ADOZIONE INTERNAZIONALE

• A clear cut off age drawn. Age difference of family and child has to be 30 and not more than 55. A single woman has to be 35 yrs. Abbassamento dell'eta'. La differenza di età tra famiglia ed il minore deve essere compresa tra i 30 ed i 55 anni. Una donna single deve avere 35 anni.
• Couple has to be married for 5 years. Le coppie debbono essere sposate da 5 anni.
• Can now adopt from Nepal even if the couple has children of same sex at home, i.e. now a family having a boy/boys at home can adopt another boy. Si puo' ora adottare un minore nepalese anche se la coppia ha già figli dello stesso sesso, es. ora se la famiglia che ha già un maschio/dei maschi puo' adottare un altro maschio
• The adopting family should have a minimum annual income of $25000/- or should have bank balance of $1,50000/- La famiglia adottante deve avere un introito minimo annuale pari a $25000/- o un conto bancario pari a $ 1,50000/-
• There is only one trip for all, be it adopting from NCO or other orphanages in Nepal . Ci sarà un solo viaggio per tutti, sia per coloro che adottano dall'NCO ed anche dagli altri orfanotrofi in Nepal
• Families will have to come through recognized by Nepal government and licensed international adoption agencies ONLY. Le famiglie accettate saranno SOLO quelle riconosciute dal governo del Nepal e dalle agenzie di adozione internazionali autorizzate.
• Abandoned children admitted to orphanages through recommendation of police will not be eligible to be adopted. I bambini abbandonati ammessi negli orfanotrofi attraverso la segnalazione della polizia non saranno adottabili.
• All international agencies working for adoption from Nepal has to get approval from His Majesty's government of Nepal . Tutte le agenzie internazionali che operano nel campo dell'adozione in Nepal debbono avere l'autorizzazioni del Governo di Sua Maestà del Nepal.
• All agencies have to get approval to work for international adoption within six months from His Majesty's government. Le agenzie che faranno richiesta di lavorare nell'ambito dell'adozione internazionale verranno autorizzate dal Governo di Sua Maestà entro sei mesi.
• Every agency must have a Nepalese representative and a Nepalese lawyer in Nepal . Ogni agenzia deve avere un rappresentante Nepalese ed un avvocato Nepalese in Nepal.
• Orphanages have to be at least registered and working for more than 2 years to recommend a child for international adoption. The orphanages, including NCO, working at present have to get re approval from His Majesty's Government to continue their right to recommend children for adoption. Gli orfanotrofi debbono essere registrati e lavorare da piu' di 2 anni per poter dare dei minori in adozione internazionale. Gli orfanotrofi, incluso NCO, che operano attualmente debbono ottenere nuovamente l'approvazione dal parte del Governo di Sua Maestà per poter continuare a dare in adozione i minoni.
• An orphanage cannot work with not more than two agencies from a single country. Un orfanotrofio non puo' lavorare con piu' di due agenzie per ogni singolo paese.
• A single agency can work with only two orphanages in Nepal . Una singola agenzia straniera puo' lavorare solo con due orfanotrofi in Nepal.
• When a child is relinquished for adoption the parents gets only three months to change their minds. They cannot claim the child after three months. Quando un minore e' disponibile per l'adozione i genitori hanno solo tre mesi per cambiare idea in merito all'adozione internazionale. Non possono reclamare il minore trascorsi i tre mesi.
• The adoption application file will have to go through an inquiry committee to the Ministry and not through CDO or NCO. La domanda di adozione deve arrivare al Ministero attravero un comitato di inchiesta e non attraverso CDO o NCO.
• The agency has to organize a reunion of the children adopted once every two years, either in Nepal or their respective countries. L'agenzia internazionale deve organizzare un ritrovo di minori adottati almeno una volta ogni due anni, in Nepal o nei rispettivi paesi di adozione.
